There are five off-street time limited carparks available on Marine Parade for general public use.
They include:
Waterfront Carpark |
P120 time limit |
Ocean Spa |
P180 time limit |
Reef Garden Carpark |
P120 time limit |
Bay Skate Carpark |
P120 time limit |
Junior Bike Track Carpark |

Note: The Waterfront Carpark also contains free unlimited parking except for a row facing the sea that is sign-posted with a P120 time limit.
Paid parking applies from Monday to Friday 8:00 am to 6:00 pm and Saturdays 8:00 am to 2:00 pm.
This applies in all areas of the City where meters are in place, with the exception of Symons Lane and Symons Lane Carpark where paid parking ends at 1.00 pm on a Saturday.
Please note that all other parking time limit restrictions apply 8am to 6pm every day except Public Holidays.
Parking fees in high demand areas of Napier are set at a rate to encourage fast turnaround of on-street carparks.
If you fail to pay for your parking the fine that applies is $40 which is set by legislation and Council are unable to change these. If you do pay and then exceed the time limit, the fine will increase in increments starting from $12.00.
Free parking from two hours is available on the outer edges of the CBD, with the aim of reducing congestion in the middle of town.
Parking fines are generally required to be paid within 28 days. If your parking fine is not paid within 28 days of the infringement notice being issued, the vehicle holder will receive a reminder notice in the post. Then if the fine is not paid within 28 days of the reminder being issued, it will be lodged with the Courts. The fine, plus an administration cost, will then need to be paid directly to the Court (not to Council).
If you can't pay your fine before the due date, ask for the Parking Department at the Council for advice.
Discounts are available if you pay your ticket within 7 days, but only if stated on your ticket.
Recent government legislation means Council’s District Plan can no longer set minimum car parking numbers for developments within city centres.
This means developers of commercial or residential buildings no longer have to provide a certain number of allocated parking for customers or residents. The responsibility to provide adequate parking falls on Council, and parking charges help to fund development of parking solutions as our city centre and driver demand for parking grows.
