There are two types of loading zone signs:
Loading Zone - Goods Service vehicles only
Only for vehicles that are classified as goods service vehicles under the Land Transport Act.
Loading Zone
Means any vehicle can stop there as long as it is loading or unloading goods and is not left unattended for more than five minutes or time that is specified on the signage.
Emerson Street from the top of Hastings Street to Clive Square East is a 10-minute (P10) Loading Zone for any vehicle.
If you are a tradesperson/contractor and working in the central business area of the Napier City or Taradale, meter shrouds are available for metered areas and parking permits for time-restricted areas. Passenger Buses arriving in the CBD of Napier are recommended to drop passengers off and relocate the bus. Parking is available at the following sites:
It is recommended that drivers carefully plan any passenger drops and bus parking requirements as it may take some time to effectively park and transit from a bus.
Unison has a public charging station next to the Quest Hotel, 206 Dickens Street, Napier. Before using a Unison Power Park, please make sure you have read their Power Park terms and conditions.

Three car parks are available for the convenience of passengers and visitors to the Hawke's Bay Airport. Napier City Council does not manage these car parks. Click below for more information about parking at the airport.
Operating since 2018, Council has installed secured cages for e-bike storage.
With programmes such as iWay, there are growing numbers of people who choose to cycle to work. With this in mind, it’s important for Council to provide suitable secure parking facilities. There are six bike cages designated for e-bikes in the CBD – two at Dickens Street East Carpark, two at Dickens Street West Carpark and two in the walkway next to Nfinite Gym. Each cage has instructions on how to use them, all you need is your own padlock or chain.
There is no cost for the use of these.
If you think your vehicle may have been stolen:
Council has no legal right or authority to deal with or remove vehicles from any Private Property or private carparks e.g. Supermarkets.
The responsibility is on the Property Owner.
Often vehicle owners can sell their unwanted vehicles to scrap metal merchants.
