Community Development Grant

We want to see Napier become the best city in New Zealand to live, work and raise a family - and to live a safe and satisfying life. Each year we provide funding to community organisations that help build a whānau vibe in the city.

Napier City Council provides funding for not for profit community and voluntary organisations that provide a social service to Napier residents, often in their time of need. This fund is open all year round, or until funds are exhausted. Please note that you need to allow for 3 weeks for your application to be process. For more information, please contact the Community Funding Advisor at

Once your Smarty Grants profile is set up, you can apply for funding here.

No hard copy applications will be accepted, and no late applications will be considered.

What we fund

Napier City Council provides funding for not for profit community and voluntary organisations working within Napier through the Community Development Grant, for small projects and events that support initiatives that respond to a identified community need, and use a community development approach to foster social wellbeing that is targeted to Napier residents.

A community development approach can be described as communities working together to identify their own solutions to local issues and make changes for enhanced wellbeing.


Any not for profit group or organisation working within Napier is eligible to apply for a Community Development Grant (CDG). Each grant is typically between $2,000 and $5,000: the initiatives must be targeted at Napier residents and meet the following criteria:

  • Encourage community collaboration and empowerment.
  • Build capacity of communities and community groups to become more self-reliant and resilient.
  • Celebrate community spirit and successes.
  • Develop partnerships with ethnic and cultural groups.
  • Contribute to improve social well-being in Maraenui.
  • Foster youth development.

What we look for

We're after substance and not style. Doers and not talkers. If your idea is a good one, if your commitment is clear, then that will take you a long way. But there's some information you'll need to give us when you make your application. Here are some tips.

  • Contact Community Funding Advisor at  
  • We'll want to know what it's about. We'll need a description of the 
    project or event and why its needed.
  • We'll want to know what the benefit is to the Napier community.
  • Who else is working with you on the project?
  • When does it start and finish?
  • And how do you propose to use the funds? We'll ask for a robust
    budget that includes the total project costs, along with contributions
    from elsewhere.
