Parklands Residential EstateHuinga kāinga o Parklands

The Parklands Residential Estate has been developed on 120-hectare former Lagoon Farm site. Work began here in 2005: Parklands now numbers more than 500 homes and growing.

Our Vision

We have a simple plan for Parklands - we want to see a sustainable and quality living environment for our community, one in keeping with the Council's broader vision of “a sustainable and vibrant Napier for all”. We hope Parklands will provide our people with an opportunity to live in good homes, well built, within attractive streets, and closely connected to vibrant reserves and parks.

Our vision has evolved as Parklands has matured. It now enables a mix of house styles and sizes which we believe will add character and value to the area. The Parklands of the future will include the traditional single-storey houses which characterised the earlier stages of the development, as well as a small number of two-storey detached and semi-detached houses in key locations. These two-storey houses are for families needing larger homes, or those wishing to maximise their outlook to the park. Two-storey houses also add to the range of housing choice available within Parklands and are permitted under the District Plan.

Providing ‘bookends’/markers on the corners of neighbourhood blocks is also good design practice – these houses provide visual cues and landmarks for residents and visitors to the neighbourhood. Houses on marker sites are required to have two frontages facing the street which enhances the streetscape.

Status:

Tenders for Stage 8 are open for negotiation. Properties in Stages 9 and 10 of Parklands will be released in February 2023.

The layout offers a range of section sizes from around 300m2 up to 1000m2 which gives purchasers greater flexibility with their house size etc. Development of the  specific staged scheme plan will be spread across 12 stages: each stage will be progressively serviced and developed with high quality, long-lasting infrastructure. NCC is also currently working on designs and construction options for the Parklands Swale, as part of the overall strategy to improve the stormwater quality before it reaches Ahuriri Estuary.

Constant scheme plan improvements will improve street, park and footpath connections as well as the linkages to Napier’s cycleway network.

 

Development within Area 3  moves in a westerly direction with a staged approach to construction. The construction of these sections will occur incrementally, once a stage has been completed, the lots will go to market and will be sold via the tender process detailed on the Parklands Website.

Area 3 is well underway with Stage 7 out for tender currently and the remaining 5 stages to be completed by 2023. The design of Area 4 is currently underway with consents to be issued allowing for works to commence by the end of 2021.

Revised covenants and design guidelines 

We've developed design guidelines to help land buyers and their designers achieve the Parklands vision.

The guidelines include criteria and recommendations regarding the design, materials and landscaping of new houses. However, they are not unreasonably restrictive – they allow for flexibility so future residents can provide their own architectural response to the vision for the area.

Depending on the precinct where the property is located, there will be a number of covenants attached. These are the mandatory requirements, which ensure standards within the development are upheld – and that each home is within the limits of what is lawfully allowed to occur.

Amendments to the previous covenants include:

  • Increased space in front yards for privacy and landscaping.

  • Ensure facades are attractive on both frontages.
  • There's no minimum dwelling footprint, but maximum 50% coverage as per the Napier City Council District Plan.
  • Houses must comply with the District Plan (3m at boundary plus 45-degree height plane angle).
  • Minimum offset of 1.5m from side and rear boundaries.
  • Sections are to have one driveway access.
