Every three years the people of Napier vote for a Mayor and councillors. To vote, you need to be on the New Zealand General or Māori electoral roll and live in Napier permanently - or own property here. You also need to be 18 years or older, and be a New Zealand citizen or permanent resident.

Reviewing our representation arrangements

Sections 19H and 19J of the Local Electoral Act 2001 require all councils to review their representation arrangements at least once every six years. These reviews are to determine:

  • the number of councillors to be elected
  • how those councillors are elected (and, if this includes wards, the boundaries and names of those wards)
  • whether we need community boards and, if so, how we might choose members for those boards.

Above all, our aim is for fair and effective representation for all our communities.
