There are a plethora of payment options out there for our various facilities and services. This page will help you work out your best payment option. Banks are no longer accept cheques as a form of payment. This means you will no longer be able to pay your rates, dog registrations or parking infringements with a cheque.

Avoid late-payment penalties

If you can't pay your account by the due date, please get in touch. It's better to ask for help than get additional late-payment penalties.

Payment Options

By Credit Card

Credit card payments are only available through our website and are available for the following payments:

Currently you can pay using Visa or MasterCard only. Please note that convenience fees apply to these transactions. You will find step by step instructions as you go through the payment process.

Note: Transactions made after 10.30pm New Zealand time will be processed by Napier City Council on the following business day.

By Internet Banking

To make a payment to the Napier City Council you must access your bill payment details through your own banking system.

When making a payment you have to make sure you put the correct reference details on it so that we can assign the payment to you. The table below shows you the type of payment and the reference required.

Parking Infringements

We can not accept part payments via internet banking. Infringement notices must be paid in full.

By Direct debit

Direct Debit is the quickest way to make sure that your payments are paid on time and that you don't incur any penalties. Once it is setup you can just forget about it. 

You can pay by direct debit the following:

  • Water by Meter - Set up Direct Debit
    • quarterly by instalment
  • Rates Account - Set up Direct Debit 
    • weekly or fortnightly any business day of the week
    • monthly on any day - if this falls on a weekend, the payment will be the next business day
    • by instalment on the due date

In Person

Come to the Customer Services Centre at 215 Hastings St between 8am - 5.00pm. This includes facilities that are run by council e.g. Napier Aquatic Centre etc.

Please remember:

  • Bring your account, ticket, application form and anything else we require with you.

You can pay using:

  • Cash or Eftpos.

  • Rates Account (weekly or fortnightly on Tuesday or Thursday, monthly on the 20th of each month or by instalment on due date)

There are many other ways to pay, and we aim to make this easy for you. You can pay by credit card, internet banking, by post or in person.
