Independent review initiated within Napier City Council

As advised in her statement on Friday 30 August, Acting Mayor Faye White last week met with Councillors to hear their concerns about Napier City Council staff viewing their Facebook pages.

Mrs White also met with Chief Executive Wayne Jack earlier today, now that he has returned from overseas, to outline what was discussed and her intention to initiate a review of NCC’s processes regarding viewing councillors’ Facebook pages.

The review will be conducted by Wellington-based Peter Chemis, a Senior Partner of Buddle Findlay. Mr Chemis is highly regarded in his field and has vast experience in dispute resolution and employment law. He has also undertaken a wide variety of senior advisory roles in the public and private sectors. The review will take a measured and impartial approach. Mr Chemis is totally independent, comes in fresh and has no links with Napier City Council.

“The review will either confirm that Council’s current processes and practices are appropriate, or else it will make recommendations for change. Either way, I am optimistic that the outcome will restore people’s confidence in Council’s internal processes,” says Mrs White.

In the meantime, an extensive induction programme is being developed for the incoming Council, which all Councils carry out following each election.  This comprehensive programme will include presentations and workshops led by experts from across local government. The Institute of Directors will also speak on how planning, decision-making and accountability works within local government; legislative requirements; pre-determination, disclosure of conflicts of interest; and recent and ongoing reforms.

“We’re coming to the end of the triennium.  We need to go out respectfully and for the best of everyone at this point.  The new Council gives everyone the opportunity to bring about changes and set the vision for the new term together,” says Mrs White.
