Arts Policy

The purpose of the Arts Policy is to promote social, cultural, economic and environmental wellbeing in accordance with the Local Government Act 2002 through the facilitation, support, promotion, regulation, and in some cases, the direct provision of public arts within the Napier community.

The purpose of this policy is to enable shops to trade on Easter Sunday if they wish. This policy is made under Subpart 1 of Part 2 of the Shop Trading Hours Act 1990.

Footpath Management Policy

The primary purpose of footpaths is pedestrian movement which is referred to in this document as "pedestrian-priority". Footpaths can be used for a variety of other activities such as outdoor cafe seating, signs, retail displays and street performances. These activities contribute to the character and vibrancy of our public spaces, but they can also be in conflict with the safe and efficient movement of pedestrians. The Footpath Management Policy provides rules for activities which may be licensed on all Napier's footpaths and it reinforces the pedestrian-priority principle.

Local Alcohol Policy - Provisional

We want a city that’s safe, healthy and has a strong sense of community. The Sale and Supply of Liquor Act became law in December 2012. The Act allows territorial authorities to develop Local Alcohol Policies (LAP) which will increase the ability of communities to have a say of local licensing matters and allow local-level decision making for all licence applications. The Hastings District and Napier City councils have been working together to develop a joint draft local alcohol policy that will guide the way alcohol is sold and served in our communities.

Memorials Policy

This policy covers memorials being placed in any public space within Napier City, including buildings, on pavements, parks, street or public places. All such memorials will be required to conform to this policy and any existing memorial cannot be taken as a precedent for future approvals.

Parks and Reserves Donations Policy

Council frequently receives requests from people wishing to donate items for use in its Parks and Reserves. These items can range from park furniture (predominantly seats) to trees, to a parcel of land for Reserve purposes. In many instances these requests can be accommodated however in the absence of any formal Council policy the line can sometimes become blurred as to what is acceptable and what is not. The following policy sets out clarification on these issues to provide guidance to Council officers in assessing receipt of such donations.

Policy on Class 4 Venues and Racing Board Venues

This policy addresses cumulative effects that additional opportunities for gambling in the district could present our community and effects on the unique characteristics of this district. To minimise the harm to the community caused by gambling and to curb the growth of non-casino gaming machine gambling in the city.

Psychoactive Substances Act 2013

Objectives of the Policy: To minimise the potential for adverse effects from the sale of approved psychoactive products in residential, tourism and industrial areas. To minimise the potential for harm to sensitive communities (such as places of worship, family focussed and child focussed areas) from the sale of psychoactive products.

These Signage Guidelines have been written specifically for the Napier central business district but its principles may be applied to other heritage buildings elsewhere in the city. It provides businesses, building owners and developers with a practical and useful reference to the key principles of Art Deco design in general, and Napier’s Art Deco design in particular.

Significance and Engagement Policy

Napier City Council has developed this policy to enable Council and our communities to identify the degree of significance attached to particular issues, proposals, assets, decisions and activities. Provide clarity about how and when communities can expect to be engaged in decisions made by Council. Inform Council from the beginning of a decision-making process about the extent, form and type of engagement required.
