2017-18 Representation Review

Every six years NCC is required by law to consult the city and ask residents for their views on how council is elected. It's an important check to ensure our local democracy is working as well as it could.

The 2017-18 Representation Review

Our most recent review began with preliminary consultation in September-November 2017. We held a number of 'pop-up' events, a focus group, met with various interest groups and also sought feedback via social media. We also conducted a survey which received 618 responses. Following the preliminary consultation, NCC's initial proposal was to retain the status quo. In April-May 2018 we asked the community for formal submissions.

We received 37. Of these:

  • 26 (70%) supported a ward-only system for the election of councillors
  • 6 (17%) supported the current mixed system
  • 1 (3%) supported the at large system
  • 2 (5%) supported the establishment of community boards
  • 15 (41%) did not support the establishment of community boards
  • 20 (54%) did not comment on community boards.

NCC's decision for the 2019 elections

After hearing submissions, NCC determined its final proposal on 26 June 2018. This was for a full ward system of representation with 12 councillors elected from the existing four wards (see below).

As with previous years, the council did not support the establishment of community boards.

There were two objections to NCC's proposal which were considered by the Local Government Commission. They discussed each in detail - see our Rep Review 2017-18 (PDF - 295 KB) - and ultimately endorsed NCC's decision. But they also added:

"We do recommend, however, the council undertakes further work as part of its next review to determine whether the current four-ward structure will continue into the future to provide the most effective representation for the more local communities of interest in Napier City."

The 2012-13 review

We last reviewed our representation arrangements just before the 2013 local government elections. Following public submissions, NCC decided to retain the status quo of a mixed system. Our council would be made up of a Mayor and 12 councillors, six elected at large, six from the four wards below. This system was used in both the 2013 and 2016 elections.
