The Community Services Grants are available to voluntary and community based organisations to support essential administration services and projects, which in turn enables them to enhance their community services to benefit social well being in Napier.

The Napier City Council has committed $74,400 (GST excl) for the Community Services Grants 2013. This was set at $1.30 per head of the Napier population.

The Community Services Grant is a discretionary grant giving financial assistance to community service groups that are providing services or activities benefiting the community of Napier.

The definition of Community Service groups for the purpose of these grants is:

  • Voluntary;
  • Charitable; and
  • social service groups.

whose primary purposes are:

  • to contribute to achieving community wellbeing;
  • to alleviate disadvantage on the basis of equity; or
  • to provide a specific community service to a client group or to the public generally.

While it is accepted that groups pass some of their costs on to people who use their services, it is a key principle of this grant that services must be available to all persons regardless of their ability to pay. Evidence must be given of policies and practices that ensure that this does occur.

Any Community Services group applying for funding should be an Incorporated Society or a Charitable Trust and be registered with the Charities Commission. If your organisation does not fit into this category please indicate which organisation is willing to administer these funds on your behalf. The organisation concerned must provide a covering letter agreeing to this arrangement.

  • Insurance - public liability only
  • Interpreters
  • Newsletters, pamphlets, flyers - publicity
  • Photocopying
  • Postage
  • Printing
  • Rent
  • Salaries or wages (for short term projects only)
  • Stationery
  • Venue hire (low priority)
  • Volunteer expenses including, training, travel, (upper limit for travel 34c/km)

The following list will have a maximum limit of $500:

  • Advertising
  • Audit fees
  • Computer technology/software
  • Electricity
  • Gas
  • Office equipment
  • Telephone rental

  • Any group that is established outside the Napier city boundary (Awatoto, Meeanee to Bay View) and those groups whose primary clientele is outside these boundaries.
  • Bank fees
  • Capital items e.g. furniture, building maintenance or development
  • Consumables e.g. food, catering, prizes, toiletries cleaning materials etc
  • Expenditure already incurred
  • Private individuals
  • Private telephone or cellular phone rental
  • Projects that are eligible for, or have received funding from Creative New Zealand
  • Social events or commercial projects

Please note; Grants will not be made for preschool and child education, or to those groups whose aims are primarily social, sport and recreational, environmental or for art and cultural activities or for the direct delivery of health services.

In accordance with the approved criteria, the Community Services Grant Allocation Committee is responsible for assessing and deciding the allocation of funds to community, voluntary and social service groups in Napier.

The Community Services Grant Allocation Committee was established in 2002 and is made up of people from the community sector. As active representatives in the community, they are more informed of the community and are included in the process for the distribution of Community Services Grants. The membership of this Committee consists of two Councillor's and four selected from community groups in Napier.

The decisions of the Community Services Grants Allocation Committee are subject to the approval of the Napier City Council.

Application forms are available during May each year from the Community Development Department or downloaded from this website.

You will need to provide the following details with your completed application:

  • Latest audited annual accounts or current Statements of Income and Expenditure. (Unless these can be tabled at the allocation meeting the Committee will not consider your application.)
  • Copy of latest bank statement.
  • If this is the first time you have ever applied to Council for a grant, you must supply a full copy of your Constitution and Certificate of Incorporation.
  • Applicants must be prepared and available to be contacted by a member of the Community Services Grant Allocation Committee as part of their assessment.
  • All grant recipients must return an accountability form outlining the use of any funds granted.
    (Please note: Any grants that are not used for the specific purpose as approved by the Grants Allocation Committee must be returned to this Council).

Late applications or those without the above completed information or relevant attachments will not be considered and will be returned unprocessed.
