Apply for a homeTe tono kāinga

To apply for a council flat phone us or drop in to collect the forms. Once completed you’ll have an interview, and if you qualify, you’ll be placed on the waiting list. See below some important information to supply, and a few key details about bond, rent and services to flats.

How to apply

There are two ways you can apply for a Council flats:

  • Phone NCC on +64 6 835 7579 and ask to speak to our Housing Manager. She'll post an application form out to you.
  • Otherwise you can pick forms up from NCC Reception at Dunvegan House, 215 Hastings Street, Napier Central 4010.

Once you have completed the application form, please make an appointment for an interview by phoning the Housing Manager.

Your application will be processed and if you qualify, you will be placed on the waiting list. Should you, at any time, change your address or phone number, please advise us so that your records can be updated. Every six months applicants are contacted to see if they wish to remain on the waiting list. If no reply is received, the application is cancelled and the form destroyed.

Please note our accommodation is subsidised and it is for people with low assets and a low income.

Things to remember

You can help us process your application efficiently by providing the following.

  • Completed Tenancy Application form with statutory declaration.
    Please complete the questions in the application form and ensure that the declaration at the back of the form has been signed by you in front of a justice of the Peace or Deputy Registrar of the Court, or other Officer authorised to take statutory declarations
  • Identification
    Please provide some photo identification, such as your passport or drivers license.
  • References
    Please provide two referees who are not family members. Include telephone numbers to contact your referee.
  • Income and Assets
    Please provide statement of weekly or fortnightly earnings such as current salary/wage slip or Statement of Annual Income. Also required is confirmation of assets, such as bank statements, rate payments, Family Trust documents, property settlement account.

    Once you've completed the application form and collated the supporting information, phone the Housing manager on +64 6 835 7579 and she'll arrange an interview.

Rent and Bond - Retirement Flats 

Table and chairs setup in a backyard of a council flat.Rent is reviewed each year and as Landlord , Council must give a tenant 60 days notice in writing of any proposed change to the rent. Any rent increase is currently effective 1 July each year.

The rent is currently based on 23.5% gross of the New Zealand Superannuation including the living alone allowance.

Rent is either paid by direct debit or automatic bank payment.

A bond the equivalent of four weeks rent is required for a single person or the equivalent of three weeks rent for a Couple.

Rent and bond - Rentals

Rent is reviewed each year and, as landlord, NCC must give a tenant 60 days notice in writing of any proposed change to the rent. Any rent increase is currently effective 1 July each year.

The rent is currently based on 92% of the current market rent set at 2003/04 and has been reviewed annually since 2004/05 in line with the consumer price index annually from 1 April to 30 March provided by Statistics New Zealand.

Rent is either paid by direct debit or automatic bank payment.

A bond the equivalent of two weeks rent is required.

Services to flat

Front yard of a council retirement flat.Council does not pay for services, it is the responsibility of the tenant to arrange with service providers for power and telephone supply, and to provide their own telephone.

This includes, but is not limited to:

  • Electricity
  • Telephone
  • Insurance on personal property
  • Other services that tenants may require such as a personal medical alarm.

Tenants are responsible for maintaining the property's fixtures and fittings to an acceptable clean, tidy standard and serviceable condition.
