About our District PlanNgā kōrero o te mahere tiaki i ngā rawa me te whenua ā-rohe

The Council is required to prepare a district plan under the Resource Management Act 1991 (RMA). The district plan is the primary document managing land uses and development within the Napier City boundaries. The district plan is to assist in promoting the sustainable management of the City's natural and physical resources.

It is an important document for every resident of Napier. It manages the environment within the City boundary and impacts on everyday matters such as the noise levels we encounter, and the height of buildings around us.

The Council declared the City of Napier District Plan operative on the 21st November 2011.

Since declaring the City of Napier District Plan operative, the Council has undertaken a major change to the Napier District Plan.

Plan Change 10 is largely a community-driven plan change with three distinct aspects, which are; incorporating the Ahuriri Sub District Plan into the Operative City of Napier District Plan; harmonising provisions where practicable between the Napier and Hastings District Plans; and incorporating recent Napier City Council policy changes and decisions into the Napier District Plan.

Plan Change 10 ultimately resulted in the rules in the Ahuriri Sub District Plan being fully integrated into the Napier District Plan and therefore at the time of issuing decisions on submission, the Ahuriri Sub District Plan ceased to have any legal effect.
