Parking changes in Napier

In 2015 time restrictions around the city were extended from one to two hours to address concerns the time limits were not long enough for people to carry out their normal activities in town. However, occupancy levels for on street car parking has increased from 54% in 2014 to 72% last year, and there is uncertainty over the future of free parking in the “gravel pit” off Munroe Street.

Napier City Council’s City Vision principles include ‘putting people first’, ‘pedal power’ and ‘being open for business’, which are key to the future direction of city parking, says Hayleigh Brereton, Manager Regulatory Solutions. “We’ve seen how the two hour time limit has caused motorists to shuffle their cars around the inner city streets to avoid fines. Our changes, which include offering all day free parking on some sections of street, is one way we can address the issues concerning the motoring public.”

The changes mean 100 carparks will now provide unlimited free parking, The Tiffen East carpark, which has 20 spaces including a mobility parking space, will become an all day carpark from mid-July, and the Edwardes Street carpark, with 64 spaces, will become a lease carpark from this coming Monday, 2 July.

Two hour time restrictions, to be replaced by pay and display machines, are being removed from Emerson Street, between Clive Square East and Clive Square West. In spring, Marine Parade, between Albion and Vautier Streets, will also have the time restriction removed and pay and display machines installed, and Vautier St between Hastings and Munroe Sts will also become pay and display.

Two hour time restrictions, to be replaced by free all day parking, will occur on: Wellesley Road, between Raffles and Latham Streets, and Kennedy Road and 45 Wellesley Rd, Munroe St between Dickens and Station Streets, Station St between Tennyson Street and the roundabout by Pak ‘n’ Save, and Bower Street, from 41 Bower St to Edwardes St.

NCC also encourages people to ride share (car pool), take the bus, or cycle. In September, new secure bike stands will be installed around the CBD to enable cyclists to securely park their bikes.
