New Napier stormwater bylaw on its way

Napier City Council is seeking public submissions on a proposed Stormwater Bylaw which aims to better protect the city’s urban waterways, stormwater reticulation, Te Whanganui-a-Orotū (Ahuriri estuary) and the coastal environment.

The current bylaw, which has been in place since 2012, goes a long way toward providing Council with control over discharges to the network, but a review has identified several gaps. The community has an increasing and continuing desire to ensure the environment is protected from pollution, and this proposed bylaw aims to facilitate and enable reduced degradation of the stormwater network, which links directly to the environment.

The bylaw is a key tool to help Council comply with the conditions of its stormwater discharge permit, issued by Hawke’s Bay Regional Council (HBRC). These types of permits have conditions aimed at protecting the environment, and more conditions are expected to be added over the next decade.

It is a tool for Council staff which, if supported by the community, will provide staff with the means to stop pollutants entering the stormwater system in the first place.

Continual montoring and assessments, spill response activities, and data gathering to inform improvements and investment will work alongside the educational work NCC does.

The proposed bylaw will be a tool to enable a method of enforcement for activities that blatantly disregard pollution. We work collaboratively with HBRC to improve urban water quality through our shared stormwater networks.

Council has committed to maintaining and improving water quality. The draft bylaw builds on the ongoing stormwater education campaign launched in June by NCC, with some funding provided by HBRC, to raise awareness in the community so everyone knows what goes on the ground can contaminate stormwater before it gets to the sea and waterways.
