Tender process for new aquatic facility on hold

Napier City Council has put the tender process for the new aquatic facility on hold due to recent comments from prospective mayoral candidates calling for a reconsideration of the new aquatic facility.

Noting the concerns raised by three of the prospective mayoral candidates and considering the risks of being unable to complete and award the preferred tenderer, the independent Audit and Risk Committee has endorsed the decision to update the tenderers that the project is going on hold, and manage the financial risks to ratepayers, by:

  • Proceeding with the tender process through to and including consideration of the non-price attributes, and place the tender on hold from that point. 
  • Proceeding with the Resource Consent process up to but not including public notification.

This decision will minimise the legal and financial risks on ratepayers, and allow the new Mayor and Council to determine the way forward. This will happen regardless of the court hearing that is still intended to proceed as planned on 30 September.

NCC had commenced a review process of the tenders. This process will continue until the review of the non-price attributes is complete. The review of the price attributes will not be started.

The pre-loading of the Prebensen Road site will continue as planned, to take advantage of the significant costs savings, and the fact that the pre-load material can be used on other projects if required.
