At the Extraordinary Finance Committee meeting on 29 March, Council decided not to consult on the proposed Annual Plan as there were no significant or material changes to what was proposed in the 2017/18 Long Term Plan.
Where there are no significant or material changes from the content in the Long Term Plan, Councils are not required to consult on their Annual Plan. This allows the Council to focus on early community engagement for the next Long Term Plan 2018-28.
The proposed Annual Plan includes a proposed average rate increase of 3.9%, lower than the 5.0% projected in the Long Term Plan. Significant projects for the 2017/18 year are the Aquatic Facilities upgrade, the Destination Playground and the McLean Park Returf.
Council has proposed an increase to the community development grants budget by $50,000 to accommodate grants normally received through the Annual Plan.
Applications for these grants can be made throughout the year. For larger scale community projects a $200,000 Community Projects fund is proposed. These projects will be considered by Council on a case-by-case basis.
Some longer term projects are not included in the Annual Plan for the 2017/18 year, but will be considered for consultation as part of the Long Term Plan. These are: the Napier Aquatic Centre, for which a business case is being developed, possible leasehold land sales, a McLean Park stand upgrade, and environmental sustainability projects.
The Council will adopt the final Annual Plan by the end of June.
