Council Meetings

Napier’s Council and standing committees meet every six weeks, with the scheduling arranged so formal meetings are taking place fortnightly (Napier People and Places Committee followed by Prosperous Napier Committee, then approximately two weeks later Sustainable Napier Committee and Future Napier Committee, and two weeks later the Council meeting).

These meetings are normally held on Thursdays starting at 9:30am. Please check the meeting schedule for the meeting venue as these may vary.

Public Forum and Deputations - Up to 30 minutes at the start of each open meeting may be used for public forums and- deputations - where the public may present to Council on matters of particular interest and concern. The structure of a public forum is guided by Council's standing orders and anyone wishing to speak must seek the approval of the Chair prior to the meeting. This can be done by contacting governance@napier.govt.nz. The time allowed is five minutes per speaker. No debate will take place in regard to issues raised at public forums and no decisions will be made, except to refer the information/matter if required, to a committee for further consideration.

In the interests of making our decision-making process transparent and accessible, most public Council meetings are broadcast live online and then made available on our website. You will know which meetings are being filmed as there will be a sign clearly stating this before you enter the meeting room, and public will be notified by the Chair at the start of the meeting. Most of the filming will cover elected members and council officers as they speak and debate at the meeting, however, the filming may also include shots of the public in the background and of anyone speaking at a public forum.

Extraordinary meetings of Council may be called as and when required to deal with specific issues. Public notification of the meeting must be given as early as is reasonable, and must include the general nature of the business to be transacted.
