Pre-election Report

The Pre-election Report provides voters and candidates with information about the key issues facing Napier City Council. Its purpose is to promote public discussion in the lead up to the local body elections to be held on 11 October 2025.

The Pre-election Report has a particular focus on how the Council is performing financially, including the current financial position and key spending issues over the coming years. It provides historic information for the past three years, an overview of the current election year and the Council’s planned financial position for the next three years. It also outlines Council’s broader financial goals, which are included in its 2024-27 Three Year Plan.
