Every three years the people of Napier vote for a Mayor and 12 councillors. To vote, you need to be on the New Zealand electoral roll and live in Napier permanently - or own property here. You also need to be 18 years or older, and be a New Zealand citizen or permanent resident.

The Pre-election Report provides voters and candidates with information about the key issues facing Napier City Council, its financial position and its major projects scheduled in the next three years.Its purpose is to promote informed public discussion in the lead up to the local body elections on 12 October this year.
