Council Facilities & Services at Level 2

As we move to Alert level 2 Napier City Council is making changes to its services in line with advice from the Ministry of Health.

Animal Control Shelter  Open  
Building consents Reduced services 

Limited building consent inspections. Invoicing and issuing consents once they have been paid will continue as normal. For more information visit - Building Consent

Burials and cemeteries  Restricted 

Burials will be permitted as per normal operating hours, however as gatherings present a very high risk of transmitting COVID-19, and acceptable gatherings are still limited. You can attend gatherings of no more than 10 people

Additional conditions on gatherings:

  • Physical distancing and infection prevention and control requirements must be met.
  • All gatherings should record attendees to ensure contact tracing can be conducted if necessary.
  • Hospitality guidelines regarding alcohol consumption need to be strictly adhered to.
  • You can’t participate in any gatherings or events if you have COVID-19 symptoms or if you need to be in isolation/quarantine for any reason.
Council meetings  Open  Council meetings to resume as normal. The meetings will continue to be live streamed on the NCC Facebook. The recorded meeting will be posted to the NCC YouTube channel. For more information - Council meetings 
Customer service  Open 

NCC Customer Servcie Centre will be open from Monday, 18 May. Open hours: weekdays 8.30am-5pm -Contactless payment available

Waste Services  Kerbside rubbish, recycling will continue.  We will collect your recycling and rubbish as we normally do. Plastics, tin and aluminum at kerbside will be recycled again from Monday the 18th.
Redclyffe Transfer Station  Open

Redclyffe Transfer Station is open to the public and will be accepting general waste, green waste and recycling.

To ensure contact tracing and social distancing we will continue to use the booking system– it is essential that you book online or you will be turned away. If you don’t have online access, contact Customer Service for assistance + 64 6 835 7579 (during normal business hours).



The first official opening day for facilities, & opening times from then on may differ to normal operating hours, as will what parts of each facility. For further information, please visit the facilities website, social media or contact by phone. Things such as playgrounds and public toilets must under go a full clean and inspection before opening, once completed an open date will be announced.

Napier Libraries  Restricted  The Napier Libraries will be open Monday - Friday. For more information visit the Napier Libraries website

Off lead areas for dogs Open  All dog owners must have their dogs under control at all times.

The Faraday Centre  Closed  The Faraday Centre will remain closed for the time being, due to most of its volunteers being older residents who are at higher risk of serious complications from COVID-19.
