The section of Kennedy Road in front of the Marewa Shopping Centre has a very high crash record and improving the safety on this section of road is a high priority for Napier City Council.
The current parking arrangements outside the shops requires vehicles to reverse out across the cycling lane and into traffic. Kennedy Road is a main thoroughfare for Napier city and sees high traffic volumes travelling through this stretch of road.
The intent of the project is to provide separation between those travelling through and those accessing the shopping centre. Also to provide clearer routes and access points for pedestrians, cyclists and motor vehicles.
In 2018 NCC developed a concept plan that made changes to the roads and shared this with residents and businesses in Marewa who provided valuable feedback which was considered. A revised concept was shared in April 2019 during a street meeting and the vast majority supported this revised concept.
NCC has had to consider the design in the context of a number of conflicting priorities. A balance needs to be achieved between pedestrian convenience and safety, the levels of parking available for customers and other visitors, and the ability for vehicles to pass through this thoroughfare along Kennedy Road.
The safety of pedestrians is always a primary consideration, and the introduction of narrower lanes plus separation of the parking, cycling and through traffic will provide shorter crossing distances and more refuges. The proposed changes are not intended to limit access to the shopping centre but to improve it with the provision of roundabouts.

The concept plan has been reviewed through an independent safety audit to ensure that the final design is the safest possible. A meeting presenting the reviewed proposal was held mid October with Marewa residents and business owners. This reviewed proposal will go to Council before community-wide engagement takes place.
