Placemaking Napier

Apply for up to $7,500 and for a placemaking project this summer!

“Placemaking Napier” is back! This year we are searching for ideas to make our streets and public places more playful. If you have an idea, we want to hear from you!

“Streets are our most fundamental shared public spaces.”

People-oriented streets have been proven to deliver better social and economic results. Napier is well-known as a people-friendly city, but we can do better. We’d like to hear about your ideas on how to make our streets more interesting, fun and playful. Your ideas could make a real difference by bringing joy in your city.

  • Your proposal must relate to land within the Napier’s legal boundary
  • The ideal location is a place where people pass through, but don’t necessary stop to enjoy their surrounds
  • Proposals would primarily be for publicly-owned land (e.g. streets and parks), but privately-owned land could be considered if public access is assured
  • Written consent of the landowner must be provided where the applicant does not own the land on which the project is to be delivered.
Proposal Type
  • The theme for this programme is Playful Streets. Your proposal will delight and surprise locals and visitors, and will foster an inviting and playful atmosphere for all and encourage people to make new friends and playmates.
  • Your proposal may include an event, public art, temporary installation, street furniture or smart technology
  • Your proposal must be for the benefit of the community. Proposals that are private or commercial or on private land that is NOT accessible to the community will NOT be eligible.


How does this work?

If your proposal is selected, you will become the project manager in charge of delivery, including:

  • Concept and detailed design
  • Sourcing resources, labour and materials
  • Delivery the proposed project within agreed timeframe
  • Dismantling the project and disposing of materials upon its completion

We will provide the funding (as outlined below) and assistance with getting Council permission and other process. We will also promote your project on various media platforms that Council subscribes to.

Please note, we may require changes to your proposal to ensure a safe and successful project outcome and to meet the relevant regulations (alter design, location and delivering timeframe etc).


A maximum of $7,500 exclusive GST can be applied for to deliver your project.  Your proposal must provide a detailed breakdown of costs associated with your proposals delivery. All cost associated with the project shall be covered by this funding, including

  • Design and modification
  • All required materials and resources
  • Labour for implementation

All Council-related cost will be covered by Napier City Council, (e.g. consenting, Traffic Management).

Who can apply?
  • Everyone is welcome to apply, as long as you have an idea to make our street more fun and playful, we want to hear from you
  • You can be an individual, a business, a not-for-profit organisation, or groups of friends
  • You will be required to meet with the Napier City Council Programme Coordinator in Napier and to deliver the proposal within the required timeframes
  • Applications open on Monday 4 November and close at 5pm on Friday 9 December 2019
  • Successful applicant(s) will be notified by 16 December 2019.
  • Project must be completed by April 2020
  • If you are successful, you will be required to sign a project agreement that will detail how and when the funding amount is paid and other responsibilities.

What makes a successful application?
You application will be assessed against the following criteria: 


1. The nature of the project in relation to:

1.1.    Fun and playful. Allows local residents and visitors to interact with, encouraging random social interactive and connection

1.2.    Enhancing and/or offer a new use of existing public spaces, creating a destination for local residents and visitors

1.3.    Attractive. Be able to bring people into the project area and increase their time-spent

1.4.    Outstanding visual outcome. Creating photo-taking opportunity for local residents and visitors.

1.5.    Promoting Napier as a vibrant and exciting city


2.       The proposal’s contribution to the public or community benefit, including:

2.1.    Addressing community or social need

2.2.    Enhancing collaboration and partnerships for ongoing community-led placemaking initiatives

2.3.    Stimulating the visitor economy

2.4.    Encouraging the evening and night time economy

2.5.    Building community capacity for activating public realm and creating an inclusive sense of place

2.6.    Supporting a healthy and active lifestyle, promoting the use of active transport

2.7.    Innovation. The involvement of smart and modern technology


3.       Proposal’s attributes including consideration of:

3.1.    The total cost and of the project

3.2.    The applicant’s capability of delivering

3.3.    The applicant’s capacity to progress the proposal after being selected and to then deliver the project before 29 February 2020

3.4.    The proposed method and approach of delivering

3.5.    Applicant’s tenure of the land subject to the proposal

3.6.    Proposal’s risk and suggested risk management approach in accordance

3.7.    Proposal which is collaborative in nature or are able to leverage or provide other funding may be preferenced
