Our Youth Council is made up of 12 teenaged citizens of our city. Each year we look for nominations for new Youth Councillors as some of the team move on.
The Napier Youth Council is made up of 12-18 teenagers who live, work or attend school in Napier. We call for applications at the end of each calendar year, and we also receive nominations from high schools, education providers and community organisations.
Each year the Youth Council set their work plan which involves projects, promotions, events and giving input and a youth perspective to the Napier City Council staff and Council.
The Youth Council gives our young people opportunities to develop skills, take on leadership roles and to promote young people in a positive way.

Kia Ora Napier! My name is Jayden Allen, I’m 16 years old and I attend Tamatea High School. This is my first year on the youth council and I want to make the most of this opportunity to have my voice heard and make positive change for our community and city. One thing I also want to make the most of is my strong Mormon Church community I have backing me! I am passionate about our city and I look forward to where this journey takes me.
Hey! My name is Theo Apineru. I’m 16 years old and am currently a Year 13 student at NBHS. This year is my 4th year serving on the Napier Youth Council making me the 2nd longest serving member. I have learnt so much from my experience on the council and look forward to further providing a perspective of youth from my culture to the community and acting as one of many, much needed voices for Napier youth.
Hey! My name is Eva Deihl and I'm 17 years old from Sacred Heart College Napier. I applied for the Napier Youth Council in the summer of 2021 and I can’t wait to bring my ideas on-board throughout the year. I think it's really important for the youth of Napier to be heard and recognised. I plan on going to Wellington for university next year but I am super excited to be a part of the Napier Youth Council for 2021!
Hey! I’m Holly, and I'm a 15 year old student at Napier Girls High School. I’m a classic Kiwi - shooting and tramping are huge passions of mine, as well as debating, politics and my academic studies. Being a member of groups like Duke of Edinburgh and the Air Training Corp has motivated me to get involved in the community. Two years ago I moved to Napier, and so far it’s been amazing getting to know some of the young people here. In joining the Youth Council, I hope that I’ll be able to meet even more!
Hi! My name is Zahra Jawad Mohamad Abdullah (I know it’s a handful), I'm 15 and I am a year 11 student at Napier Girls High. This is my first year on the Youth Council, I can't wait to get involved with everyone and meet new people. I look forward to the journey ahead. Kia Ora! My name is Avae Keelan. I am a Year 13 student and Deputy Head Girl at William Colenso College. I love to help others out where I can especially when it comes to our youth. My hobbies are Kapa Haka, dance, music and sports like Waka Ama, netball, and volleyball whilst being able to help the youth in my school as much as I can! This is my second year on the Napier Youth Council and I can’t wait to take on new opportunities alongside the team this year.
Hi my name is Christian Lilburn and I go to Napier Boys’ High School. I live in the Scinde House there and during holidays I return to Taupo. I love aviation and am working towards my pilots licence with plans to become an Air New Zealand pilot one day. I am really looking forward to working with the youth council, and hope to contribute a lot.
Hey Team, my name is Tom Little and I am year 11 student at Taradale High school. I am currently the BOT student rep at Taradale and I love to ride and race my bike. This is my third year on the youth council and I am pumped for another good year. My passions lie in environmental and social justice, as well as history and politics. I also enjoy reading and debating in my spare time! Hi my name is Sam Peacock. I go to Napier Boys' High School where I board in Scinde House. But holidays see my head home to Waipukurau to our family's sheep and beef farm. One fun fact about me is that I've been boarding for seven years now (having started at Hereworth in year seven).
Hello, I'm Ella and am currently a year 13 prefect at Napier Girl's High School. 2021 shall be my first year on the Youth Council; I'm really looking forward to helping out other teens in any way possible. I'm hugely passionate for bushwalks, the outdoors and picnics all around Hawke's Bay. Hopefully, through the Youth Council, I'll be able to encourage other teens to get out there and appreciate our outstanding surroundings.

A big passion of mine is Blokarting and you will catch me down at the local track most Sundays! I also enjoy Rollerskating and spending time with friends. At school, a big passion of mine is debating, in my free time I enjoy playing football, reading, and writing but I am willing to give everything a go. Hi! I'm Charlotte, I'm 17 years old and a student at Iona College (though I'm Napier through and through!). Believe it or not, this is my 7th year on the Youth Council, having started out in all the way back in 2015 as the 'baby'. I've lived in Hawke's Bay all my life, but travelled to China and the United States in 2017. While it was a great adventure, I came home with a new realisation of how lucky we are.
Hello there! My name is Sam Wall and I am a Year 11 Student at St John’s College, Hastings. This is my first year on the Napier Youth Council and I am thoroughly looking forward to becoming involved and working towards making our community a better place for all of our youth. I enjoy the outdoors and have a strong passion for English and History. Interacting with the community and having conversations with friendly faces are two things I love doing.
