            <title>Plan Change 9 - Update Zonings to Recognise Completed Subdivisions</title><description><![CDATA[<p><strong>PUBLIC NOTICE UNDER CLAUSE 5 OF SCHEDULE 1 OF THE RESOURCE MANAGEMENT ACT 1991</strong></p>
<p><strong>PLAN CHANGE 9 TO THE OPERATIVE CITY OF NAPIER DISTRICT PLAN</strong></p>
<p>Public notice is given in accordance with Clause 5 of Schedule 1 of the Resource Management Act 1991 that the Napier City Council has prepared the following Plan Change to the Operative City of Napier District Plan.</p>
<p><strong>Plan Change 9: Update Zonings to Recognise&nbsp;Completed Subdivisions</strong></p>
<p>The purpose of this Plan Change is to rezone approximately 60 properties in three distinct locations throughout the city. These properties were created by subdivisions of rural land that, as a condition of consent, imposed the rules of a different zone in order to better reflect the nature and intended use of the newly created lots. The properties to be rezoned are as follows:</p>
<ul>
<li>All residential properties on McNaughton Place from MAIN RURAL to MAIN RESIDENTIAL</li>
<li>Six land parcels that have been vested in Council as drainage reserve from MAIN RURAL to RESERVE</li>
<li>10, 12, 14 Flers Place and 105 Puketapu Road from RURAL RESIDENTIAL to LIFESTYLE CHARACTER. (Also realign zone boundary to follow property boundaries).</li>
<li>Rezone 8, 10, 12, 14, 16, 18, 20, 22, 24, and 26 Gavin Black Street in Meeanee from MAIN RURAL to RURAL SETTLEMENT</li>
</ul>
<p><strong>Public Inspection</strong></p>
<p>Plan Change 9 is available for viewing from Monday 17 September at the following locations:</p>
<ul>
<li>Napier City Council Planning Department Reception (2nd Floor Library Building), Station Street, Napier;</li>
<li>Napier City and Taradale Public Libraries; and</li>
<li>www.napier.govt.nz keyword: dpchanges</li>
</ul>
<p>Any queries about, or requests for copies of Plan Change 9 should be made by telephoning a member of the Napier City Council&rsquo;s Policy Planning team on (06) 835-7579.</p>
<p><strong>Submissions</strong></p>
<p>Any person may make a submission on Plan Change 9. Submissions must be in writing and in the prescribed format (Form 5) of the Resource Management (Forms, Fees &amp; Procedure) Regulations 2003. These forms are available from the Council&rsquo;s Policy Planning team or submissions can be made online at: www.napier.govt.nz keyword: dpchanges</p>
<p><strong>The closing date for submissions was 5:00pm Friday 12 October 2012</strong></p>
<p><strong>Public Participation Process</strong></p>
<p>After the submission period has closed, the Council will publicly notify a summary of the decisions sought by submitters on Plan Change 9. Public notice will be given inviting any person representing a relevant aspect of the public interest and any person that has an interest on the plan change greater than the interest the general public has, to make a further submission in support or opposition to any of the submissions received. The Council will then hold a hearing of the submissions. All eligible persons who made a submission or further submission and who requested to be heard will be advised when and where their submission will be heard. Every eligible submitter will be notified of the Council&rsquo;s decision on their submission and the reasons for that decision. Any eligible submitter who is not satisfied with the Council&rsquo;s decision has the right to appeal the Council&rsquo;s decision to the Environment Court.</p>

            <title>Draft District Plan Change 10</title><description><![CDATA[<img src="http://www.napier.govt.nz/../photos/district_plan.jpg" border="0" width="200" alt="Covers of the different volumes of the district plan. " style="float: right; padding: 3px; margin: 3px;">]]><![CDATA[<p>Draft Plan Change 10 is largely a community-driven Plan Change that aims to harmonise District Plan provisions in the Napier District Plan and the Hastings District Plan wherever practicable while retaining a primary focus on &lsquo;place-based&rsquo; planning.</p>
<p>There are three distinct aspects to Draft Plan Change 10; the first is incorporating the Ahuriri Subdistrict Plan into the Operative City of Napier District Plan (the Ahuriri Subdistrict Plan is currently separate from the City of Napier District Plan); secondly, harmonising primarily non-&lsquo;place based&rsquo; provisions between the Napier and Hastings District Plans; and the third aspect is to incorporate recent Council policy changes and decisions into the Napier District Plan to update provisions affected by these policy decisions.</p>
<p>The primary changes proposed in Draft Plan Change 10 are:</p>
<ul>
<li>To integrate the Ahuriri Subdistrict provisions into the Operative Napier District Plan so that all planning rules for Napier are held within one planning document. </li>
<li>To harmonise wherever practicable the following district wide activities (and in some instances also &lsquo;place-based&rsquo; activities) between the Napier and Hastings District Plans in order to achieve consistency between the two authorities. </li>
</ul>

<li>Natural Hazards</li>
<li>Network Utilities</li>
<li>Activities on the Surface of Water</li>
<li>Earthworks</li>
<li>Signs</li>

<p>Place Based Activities</p>
<ul>
<li>Non Rural uses within the Rural Zones (Home occupations, Supplementary Units, Residential Care Facilities, Day Care Centres, Education Facilities, Travellers&rsquo; Accommodation) </li>
</ul>
<p>To update planning maps to reflect the harmonised zonings and for consistency in style and colour with the Hastings District Plan.</p>
<p>To update existing Napier District Plan provisions where they are affected by recent Napier City Council policy changes and decisions, including;&nbsp;</p>
<ul>
<li>Temporary signs in rural areas</li>
<li>Realigning the parking exemption boundary with the differential rating boundary in the inner city</li>
<li>Sports Park Rezoning at Park Island</li>
<li>Rezoning Western Hills and Park Island Cemeteries from Sports Park to Reserve Zone.</li>
<li>Updating Code of Practice for Subdivision and Land Development to reflect current practice</li>
<li>Tyre storage</li>
<li>Rural Settlement Zone site coverage rules and clarification of serviced/unserviced site requirements</li>
<li>Seismic strengthening of heritage items </li>
</ul>
<p>This plan change is currently in draft form so that the community can continue to have input in the future direction for Napier City before the statutory process starts.</p>

            <title>Newcomers Lunches in Napier</title><description><![CDATA[<p>Kia ora koutou, greetings to all,</p>
<p>Are you new(ish) to Hawkes Bay? Would you like to meet other new or not-so-new-people who have moved to this area? Come and join us for lunch which we have every fortnight on a Wednesday at 12 noon!</p>
<p>It's just to have some fun for us "newbies," to meet and catch up with others. <br />But everybody is welcome!</p>
<p>Some of the regular lunch members come from Japan, the Netherlands, South Africa, the United States, the United Kingdom and of course from New Zealand.</p>

            <title>The big move begins for MTG Hawkes Bay  the collection returns home!</title><description><![CDATA[<img src="http://www.napier.govt.nz/../photos/museum_project_36.jpg" border="0" width="200" alt="MTG Hawkes Bay Director Douglas Lloyd Jenkins, Napier Mayor Barbara Arnott and MTG Staff start the process of moving into MTG Hawkes Bay due to open in September 2013. " style="float: right; padding: 3px; margin: 3px;">]]><![CDATA[<p>A journey of almost three years will come to an end this week as the Hawke&rsquo;s Bay Museum &amp; Art Gallery staff and collection begin the move back into their new $18 million home and begin the transformation into MTG Hawke&rsquo;s Bay.</p>
<p>Director, Douglas Lloyd Jenkins says this is a huge milestone as every day of the last three years has been spent preparing for this moment.</p>
<p>&ldquo;We moved out of the old building in 2011 after packing up the collection, and we&rsquo;ve spent the entire time since preparing to move back in and for the re-opening. It&rsquo;s hugely significant to have the building back.&rdquo;</p>
<p>Napier Mayor Barbara Arnott, has praised everyone involved in the project including Napier City Council staff and Gemco Construction and their building team.</p>
<p>&ldquo;This is a landmark day for Hawke&rsquo;s Bay and we can all be proud as this is such a significant asset to the community.&rdquo;</p>
<p>&ldquo;The face of Marine Parade is changing with MTG Hawke&rsquo;s Bay and other excellent developments creating a true destination for locals and visitors from New Zealand and around the world to visit,&rdquo; says Mrs Arnott.</p>
<p>The new MTG Hawke&rsquo;s Bay name will be officially adopted at the same time. The name was chosen to reflect the new building housing Hawke&rsquo;s Bay&rsquo;s museum, theatre and art gallery.</p>
<p>While MTG Hawke&rsquo;s Bay won&rsquo;t open to the public until late September, the next five months will be spent breathing life into the building and installing the exhibitions, says Mr Lloyd Jenkins.</p>
<p>&ldquo;We&rsquo;ve seen it on the plans but now we will be able to experience the space. We&rsquo;ve walked through it several times, but you don&rsquo;t really get to feel the scale and how it&rsquo;s going to work.&rdquo;</p>
<p>Mr Lloyd Jenkins says people have been watching the progression, from it being a hole in the ground to being a closed in building.</p>
<p>&ldquo;Now it&rsquo;s time to start getting the collection out and preparing an opening exhibition programme that will celebrate some of the key works in the collection.&rdquo;</p>
<p>Staff who have been temporarily relocated offsite, have been working on developing and curating the exhibitions and writing publications.</p>
<p>The design team, which will grow temporarily during the install, have been designing the look and feel of the exhibitions. They work with the access team to ensure all the objects are mounted correctly and framed and displayed up to museum standards.</p>
<p>The access team have been preparing all the collection objects, many of which have been away for conservation, ready for display.</p>
<p>They have also been working on cataloguing over 14,700 archival records and digitisation of 7800 historical photographs, which will be available for search online for the September opening.</p>
<p>The new building wing includes upper floor galleries, while downstairs in the lower basement level will house the 1931 earthquake exhibition. Additional design features include two 9m x 3m stairwell display cases that almost span the floor to ceiling height of the building holding decorative arts from the collection.</p>
<p>The museum&rsquo;s spacious new wing and main entrance will draw visitors into a light-filled foyer and atrium. It opens onto Tennyson Street, with large glass windows overlooking the cultural precinct of Marine Parade, the Soundshell and the Masonic Hotel.</p>
<p>The redevelopment includes a mixture of old and new. A significant element of &lsquo;old&rsquo; includes the restoration of the original Louis Hay Hawke&rsquo;s Bay Art Gallery and Museum building built in 1936.In the late 1970&rsquo;s the doors of the Louis Hay building were relocated to become the entrance to the museum&rsquo;s newly developed Century Theatre building.</p>
<p>The original doors made their way back to their rightful home in Louis Hay&rsquo;s design in January, and will provide a fitting welcome to visitors using the archive and associated gallery spaces of the new museum.</p>
<p>The new wing connects through a ground-level linkway gallery to the 330 seat theatre, and the original 1936 Louis Hay-designed gallery and museum building. The original entrance of this building has been reinstated as conceived by Hay, and the building will become the new home of the Hawke&rsquo;s Bay Regional Archive and associated research and gallery spaces.</p>
<p>The $18 million redevelopment project has being funded through local and central government, as well as from contributions by the community including individuals, families and businesses.</p>
<p>Mr Lloyd Jenkins says we&rsquo;re almost there.</p>
<p>&ldquo;We&rsquo;re just months away from being able to share MTG Hawke&rsquo;s Bay with Hawke&rsquo;s Bay and the world. This is what this entire journey has been all about&rdquo;.</p>]]></description>

            <title>Executive Summary of Alternative Plan</title><description><![CDATA[<img src="http://www.napier.govt.nz/../photos/council_logo.jpg" border="0" width="200" alt="Napier City Council Logo, Need consent before use. " style="float: right; padding: 3px; margin: 3px;">]]><![CDATA[<p>The Napier City Council (Council) on behalf of its residents and ratepayers is making this application under clause 10 of the third schedule of the Local Government Act 2002 (LGA) as an alternative application for reorganisation.</p>
<p>This application proposes the following changes:</p>
<p>a) Alteration of the current boundaries of Napier City Council and Hastings District Council outlined in the map below on page 7 .</p>
<p>b) The establishment of a Joint Regional Committee (Referred in the Proposal as Joint Council Regional Board) with the following functions :</p>
<ul>
<li>i. Spatial and Unitary Planning </li>
<li>ii. Development of common By-Laws </li>
<li>iii. Consideration and prioritization of Regional Economic Development proposals and initiatives including interfacing with the government and other government and community groups in regard to Regional economic issues </li>
<li>iv. Consideration of and addressing the need for Regional Facilities </li>
</ul>
<p>c) Provides for the continuation and on-going development of the Shared Services Company (HBLASS) to continue to pursue cost effectiveness.</p>
<p>In developing its preferred option Council has considered the purpose of local government under section 10 LGA which is (in order of priority)</p>
<ul>
<li>to enable local decision-making and action by and on behalf of its communities and</li>
<li>to meet the current and future needs of the communities by good quality infrastructure, local public services, and performance of regulatory functions in a way that is most cost-effective for households and businesses. </li>
</ul>
<p>The Council also believes that this option will deliver more efficiencies and cost savings than an amalgamation of all territorial authorities and the Regional Council into one unitary authority. It has been accepted in a number of amalgamation reports and proposals that the operational savings are at best between 2% and 5% with the most common being 3%.</p>
<p>The councils in the Hawke\'s Bay have long undertaken shared facilities and activities (Appendix 7) which have delivered significant savings to date and have already incorporated a shared services company (HBLASS). The council believes that HBLASS should be enhanced. Furthermore an amalgamation has a number of significant costs and risks which could reduce the net benefit of an amalgamation.</p>

            <title>Little penguins get 20 new homes with sea views</title><description><![CDATA[<img src="http://www.napier.govt.nz/../photos/little_penguins_homes.jpg" border="0" width="200" alt="Little penguins get 20 new homes with sea views. " style="float: right; padding: 3px; margin: 3px;">]]><![CDATA[<p>Hawkes Bay&rsquo;s little penguins will have twenty new cosy homes on Tait&rsquo;s Beach north of Napier thanks to the managers of a local farm, the Seaweek Conservation Team and Mitre 10 MEGA.</p>
<p>The 20 new penguin homes came about due to the efforts of the Seaweek Conservation Team and Mitre10 MEGA, who generously donated and built the nesting boxes.</p>
<p>The Seaweek team ran a Penguin March in March where participants could learn more about local Little Penguins and at the end of the &lsquo;March&rsquo; along the Marine Parade pathways could decorate a penguin nesting box and make a gold coin donation towards the Cape Sanctuary.</p>
<p>Seaweek Regional Coordinator for Hawke&rsquo;s Bay Carol Larson says the farm at Tait Beach south of Cape Kidnappers is the location for the 20 new penguin homes.</p>
<p>&ldquo;The farm has a secluded beach which makes it a perfect spot to position the penguin homes,&rdquo; says Ms Larson.</p>
<p>&ldquo;There will be no sign of wandering dogs in this location and therefore the penguins can rest safely in their new wooden homes.&rdquo;</p>
<p>Little penguins will nest under logs, piles of driftwood or under coastal homes that sit up on piles. Due to loss of habitat these birds sometime nest close to the Port of Napier and one of the main goals of the Seaweek team was to try to give the penguins more nesting options away from suburban and city life.</p>
<p>If the penguins could read says Carol they&rsquo;d be pretty chuffed with the home welcoming messages.</p>
<p>At the end of the Penguin March the Creative Napier team helped children decorate the nesting boxes with paint, crayons and glitter. Some were beautifully decorated with hearts, flowers and kind messages.</p>
<p>Some memorable messages Carol recalls reading were, &ldquo;breed well, if you love penguins you are cool and have a good life&rdquo;.</p>
<p>On 9 May farm managers Wendy and Clinton Redington invited the Seaweek Team to Tait&rsquo;s Beach to dig holes to lodge the nesting boxes in place. Representatives from the Seaweek Conservation Team including; National Aquarium of New Zealand, Department of Conservation, Hawke&rsquo;s Bay Regional Council, Ministry of Primary Industries and Creative Napier, armed themselves with spades to dig chosen locations along the coastline.</p>
<p>The team had a glorious day putting the boxes in place and making them look inviting for nesting penguins by covering the tops with driftwood. Here&rsquo;s hoping the penguins think so!</p>]]></description>

            <title>Fees &amp; Charges Redclyffe Transfer Station</title><description><![CDATA[<p><strong>NAPIER CITY COUNCIL REDCLYFFE TRANSFER STATION </strong></p>
<p>Fees and Charges at the Redclyffe Transfer Station are set to recover costs only. Greenwaste is discounted to encourage diversion and to keep this material out of the Omarunui Landfill.</p>
<p>A free recycling area is provided at the entrance to the site.</p>

            <title>Liquor Control Bylaw 2004</title><description><![CDATA[<img src="http://www.napier.govt.nz/../photos/maraenui_temporary_liquor_ban.jpg" border="0" width="200" alt="Temporary Liquor Ban - Maraenui. " style="float: right; padding: 3px; margin: 3px;">]]><![CDATA[<p>Napier City Council has just completed a review of its Liquor Control Bylaw which sets the liquor ban areas and timeframes for the city.</p>
<p>All liquor bans in Napier city will operate 24 hours 7 days per week from 3 June 2013 apart from in Westshore where they will operate from 8.00pm to 6.00am the following day.</p>
<p>Copies of the Bylaw can be viewed online at Council&rsquo;s website www.napier.govt.nz or at Council&rsquo;s libraries.</p>
<p>A new permanent liquor ban has been introduced in the Marewa area.</p>
<p><strong>Temporary Liquor Ban &ndash; Maraenui </strong></p>
<p>Following a request from community members in Maraenui, Council has resolved to establish a temporary liquor ban in the shopping and park precinct bounded by Geddis Avenue, Longfellow Avenue and Bledisloe Road. A map is included.</p>
<p>The liquor ban will operate 24 hours every day from 3 June through until 3 May 2014. This will enable Council to assess whether a permanent liquor ban is warranted.</p>
<p>Please note that liquor bans do not affect consumption of alcohol in private residences.</p>

            <title>CT scan all in a days work</title><description><![CDATA[<img src="http://www.napier.govt.nz/../photos/ct_scan.jpg" border="0" width="200" alt="MTG Hawkes Bays team member Ken Miles supports the 1957 Grande Bagnante III sculpture as it receives a CT scan. The sculpture fondly known as the Bather is by Emilio Greco from the Hawkes Bay Museums Trust, Ruawharo T&#257;-&#363;-rangi collection, 4 " style="float: right; padding: 3px; margin: 3px;">]]><![CDATA[<p>A cat scan for a significant sculpture is just part of the job for the MTG Hawke&rsquo;s Bay team as they prepare for moving the collection into the new museum in readiness for opening day in late September.</p>
<p>The MTG Hawke&rsquo;s Bay access team have been given the task of moving the collection and are using some of the latest technology from around the world to ensure objects, whether in storage or on display, withstand the test of time and potential tremors of an earthquake.</p>
<p>The process involved to display the sculpture, known fondly as the &lsquo;Bather&rsquo; (Grande Baignante III, by Emilio Greco) in the Octagon Gallery shows just how dedicated the MTG Hawke&rsquo;s Bay team are. Their goal is to ensure that each item in the collection has a specific plan around how to best mount or display it to ensure its overall safety and care.</p>
<p>Sasha Smith, MTG Hawke&rsquo;s Bay&rsquo;s Registrar approached Hawke&rsquo;s Bay Radiology to see if they would help them understand the sculpture and it&rsquo;s proportions better by scanning the tall, heavy sculpture.</p>
<p>&ldquo;Luckily they said yes,&rdquo; said Sasha.</p>
<p>&ldquo;It turns out she has thick ankles meaning we can use shorter supports to attach her to a mount&rdquo;.</p>
<p>The sculpture mount, currently being sourced from Japan will be customised in Hawke&rsquo;s Bay and fitted to a base isolator allowing her to move safely from side to side in any future earthquake.</p>
<p>Access Team Leader Sara Browne and Design Team Leader James Price say their teams have been working together to prepare for moving the collection into the new museum.</p>
<p>Sara manages the access and care of the Hawke\'s Bay Museums Trust collection and is aided by &lsquo;Vernon&rsquo;, the museum&rsquo;s collection management software system, which tracks each of the 100,000 items in the collection and their location while in storage.</p>
<p>&nbsp;James and his team are responsible for the design and installation of the 14 new exhibitions and display spaces at MTG Hawke&rsquo;s Bay. James and Sara have been working closely while the museum has been closed to ensure that when it reopens all the objects are installed with the utmost care, and can be safely displayed for visitors to enjoy.</p>
<p>Sara and James both note that although the research and planning around the best way to display and mount the Bather is at the extreme end of the spectrum, each item in the collection has been individually considered in terms of the move, storage and display.</p>
<p>Events such as the Christchurch earthquake have taught them a lot.</p>
<p>&ldquo;There has been a very strong focus on earthquake proofing collections and in many cases we will be the first in the country to be using new systems&rdquo;, says James.</p>
<p>A good example of this is the use of specialised Takiya stainless steel painting hooks made by a Japanese company, which will be used to hang paintings in the MTG galleries. Currently only Christchurch Art Gallery is using this type of system in New Zealand.</p>
<p>Objects on display will also be protected from earthquakes by the mounts used to support them. Off display, packaging provides protection to objects and straps will be used to secure boxes on shelves.</p>
<p>In terms of storing the collection, special compactor shelving on rollers will provide the collection extra protection. Where there is open shelving, custom-made shelving has been designed to include strapping which ensures that objects don&rsquo;t fall or move off the shelves.</p>
<p>From the beginning of July, staff will begin the mammoth task of moving items into the new building. This includes collection objects that will be on display in the new exhibitions.</p>
<p>Sara says it took a team of 18 people three months to move everything out of the museum and this time the task will be just as complex.</p>
<p>&ldquo;Collection items will be moved directly into their resting place, so it&rsquo;s a very logistical process,&rdquo; says Sara.</p>
<p>&ldquo;We&rsquo;ve had the benefit of time to research and draw on expertise from all around New Zealand and the world to ensure that the collection returns to its new home with the future in mind&rdquo;.</p>]]></description>

            <title>Construction starting for wastewater treatment upgrade</title><description><![CDATA[<img src="http://www.napier.govt.nz/../photos/wastewater_prj_3.jpg" border="0" width="200" alt="Dual chambers will house the buried mains power cable and other site services from the existing milliscreen building to the new BTF plant. " style="float: right; padding: 3px; margin: 3px;">]]><![CDATA[<p>Napier&rsquo;s $30m waste water treatment plant is about to start taking shape after the awarding of several significant contracts.</p>
<p>Both the budget and schedule remain on target for the project, which is one of the biggest ever undertaken by the Napier City Council. The $30m plant is due to be commissioned at the end of August 2014.</p>
<p>The Awatoto site has been prepared for constructing the new biological trickling filter (BTF) plant, and several small mountains of soil formed to compress and stabilise the ground were recently removed. The amount of settlement over the five-month period averaged 140mm.</p>
<p>Napier company Alexander Construction has been awarded an 18-week contract to build the new main pump station, which will pump wastewater treated by the existing milliscreen plant to two BTF tanks, also to be constructed on the Waitangi Road site.</p>
<p>Napier City Council staff have prepared the documentation for the design/build of these tanks which will be fitted out with plastic media, produced in Germany and custom-assembled into blocks by a company based in Northland.</p>
<p>A sprinkler arm will distribute wastewater onto the tanks&rsquo; plastic filter media where an active bacterial mass will establish to feed on and transform the waste into a non-offensive bacterial biomass.</p>
<p>Hamilton-based Halley &amp; Mellowes were awarded the contract to manufacture the roofs for the two tanks. The roofs, which will retain odour, will be manufactured in Texas and will be very similar to those installed at the Hastings and Gisborne BTF plants.</p>
<p>The Council is currently looking to source equipment to remove grit from the milliscreened effluent which will then be channelled to the main pump station and on to the tanks for the secondary BTF treatment.</p>]]></description>

            <title>1.2% Rates for Napier City</title><description><![CDATA[<img src="http://www.napier.govt.nz/../photos/mayor_chains_july07.jpg" border="0" width="200" alt="Napier Mayor wearing the Mayoral Chains which include Taradale Borough Council when it was in existence. They have the names and dates served of all Mayors since 1898 and are worn on all major civic occasions. " style="float: right; padding: 3px; margin: 3px;">]]><![CDATA[<p>Napier City Council set rates for 2013/14 at a low 1.2%. Once again one of the lowest in the country, keeping Napier an affordable city to live in.</p>
<p>Councillors added funding to Taradale Marketing Association to help businesses promote the shopping precinct in that area.</p>
<p>Pukemokimoki Marae was granted funding to fully utilise its facilities. The Council helped fund the urban Marae and agreed with the submission that the Marae could be self-funding if given a hand up short term.</p>
<p>Surf Life Saving and the Art Deco Trust were given funds to add value to holiday patrols on Westshore and Marine Parade beaches, and the Ambassador holiday programme.</p>
<p>The Council&rsquo;s projects of a Community Arts Centre, Clive Square West bus park and Marine Parade facilities are funded from Parklands Development rather than rates. The biggest cost increase is insurance. In this the Council is no different to all commercial property owners struggling with increased charges from insurance companies. The Council spends over $2 million on insurance &ndash; a huge yearly amount.</p>
<p>The Annual Plan has responded to Napier&rsquo;s changing needs while balancing funding from rates and other sources to keep Napier vibrant, family friendly and affordable.</p>
