The Napier City Socio-Demographic profile has been prepared for the Council by the National Institute of Demographic and Economic Analysis (NIDEA)to provide an overview of how our demography has changed over the last couple of decades primarily due to migration and ageing, how it is likely to change over the next 20 years, and the impacts this may have for future planning.

Some of the key findings of the study are:

  • As elsewhere, Napier's population is ageing however like many 'rural' areas its ageing is accelerated due to sustained net migration loss at young adult ages which has caused a deep 'bite' to develop in the age structure across ages 20-39 years.
  • The population of Napier City is projected to peak at around 2021 and then decline slightly. Overall population decline is projected for all age groups up to age 64 which is offset by significant growth in ages 65 and over.
  • Projections show a rapid decline in Napier City's natural increase (births minus deaths) that has significant implications for future growth. It is projected that there will be more elderly than children around 2016 (compared to 2021 for total New Zealand) and a smaller proportion of adults at the key reproductive ages (21-22 percent compared with 25-27 percent for total New Zealand).
  • The ageing structure has important implications for the labour market. The labour market 'entry/exit' ratio (15-24/55-64 years) has fallen steadily since 1996, from 1.54 people at entry age for every 1.0 person at exit age, to just 1.04 people at entry age in 2010. By comparison the ratio is 1.32 people at entry age for every 1.0 person exiting for the total New Zealand population.
  • It is projected that the labour market entry/exit ratio will fall below 1.0 between 2016 and 2021.
  • Entry/exit ratios in key industries are generally lower that for all of New Zealand and are declining at a faster rate, pointing to an urgent need to engage in succession planning, especially in Government Administration and Marketing/Business Services industries.
