In January 2003 Gabites Porter in association with OPUS International Consultants were commissioned to undertake the Hawke's Bay Regional Traffic Study for Napier City Council, Hastings District Council, Hawke's Bay Regional Council and Transit NZ. The aim of the Hawke's Bay Regional Traffic Study is: "To identify the best way to move people and goods within the study area, including movements to and from the Port of Napier, with maximum efficiency and effective use of the roading network and least environmental effects within the study area."
