Urban Growth Strategy 1999
In 1992, Napier City Council commissioned an urban growth study to formulate a "detailed long term growth strategy" for the City area. The study related to land within the boundaries of Napier City and involved identifying and advising on means of providing for likely rates and types of urban growth and/or change over the 20 year period 1991-2011.

Essential Services Development
Essential Services Development Plan
Is a collective summary of a number of reports on the following individual services: water, wastewater (sewer), stormwater, road & transportation, reserves, sportsgrounds, and community services.
Roads and Transportation
An Asset Management Plan (AMP 2000) for the road and transportation infrastructure was
completed in May 1998 and reviewed and adopted by Council in August 2000. The plan
deals comprehensively with the long-run maintenance, deferred maintenance, renewal and
development of all components of the road infrastructure in order to optimise their whole
life cycle management.
Water Supply
The purpose of this report, the Essential Services Development Report for Water Supply, is
to summarise the state of Napier?s water supply system, identify options to cater for growth
and recommend development strategies.
Sportsgrounds
This report, the Essential Services Development Report, Sportsgrounds Services, has been
prepared to establish what, if any, extra services and facilities will be needed to meet the
needs of new households arising from urban growth, and the effects of changes in demand
from sportsgrounds users.
Reserves
This report, the Essential Services Development Report Reserves has been prepared to
establish what, if any extra services and facilities will be needed to meet the needs of new
households arising from urban growth and to suggest what may be the most appropriate
forms of recreation reserves to meet these needs.
Community Services
The Essential Services Development Report - Community Services, has been prepared to
establish what, if any, extra services and facilities will be needed to meet the needs of new
households arising from urban growth, and any like requirements arising from demand by
existing customers.
Cycleway Strategy
Bike It! - Cycleway Strategy
The purpose of this strategy is to cover the development of cycle routes and footpaths and promote the health and fitness benefits of walking and cycling. This Plans to make Napier a better city for cycling involves a partnership between the City Council and the community. Bike It! is your Council's commitment to providing for the safe and convenient movement of cyclists throughout the whole of the city, including Bay View and links to the Hastings District Council network, and is a Strategy that caters not only for experienced cyclists but also non-cyclists.
Retail Strategy
Retail Strategy Adopted 29 October 2003
This strategy is to develop a strategy for managing the future development of retailing in Napier to enable the people and the community of Napier to provide for their social, economic and cultural well-being.
