Napier prides itself with the clean image the City presents. Council provides a domestic refuse collection service of domestic material for both residential and commercial properties.

Litter bins and drums are placed throughout the City and emptied on a daily basis. A kerbside recycling service for residential properties is provided via contractors.

Council's Joint Waste Management and Minimisation Plan (2012-2018) provides an insight into solid waste management in H.B. A major objective in the plan is to increase the diversion of material from the Landfill.

The Redclyffe Transfer Station, commissioned in November 1989, operates as a separate Business Unit reporting to Council. The goals of the operation are:

  • To maximise the economic retrieval of waste to enable the reduction in the amount of waste going to the Landfill by removing greenwaste, hardfill, and promoting recycling where practical.

The Omarunui Landfill is jointly owned by Napier City Council (36%) and Hastings District Council (64%). The day to day management and operating is the responsibility of the Hastings District Council and financial projects are included within their Annual Plan.

Domestic Collection

A maximum of two bags per household will be collected from outside the property once a week. Bags may be plastic or paper and no more than 60 litres in volume and 10 kg in weight. The collection is for domestic refuse only (no garden refuse etc.). Bags need to be put out by 6:30am on the day of collection or can be put out the night before.

Residents must ensure any sharp objects and specifically broken glass or china is wrapped to prevent injury to refuse collection staff.

Commercial Collection

Commercial premises can have two bundles of flattened cartons in addition to the two bags of the domestic collection.
