Every sector of our society needs to prepare for disasters. For a community to survive a disaster it must have strong and viable businesses prepared and ready to continue servicing their community.

Business and industry are considerable contributors to the local economy. Despite the potential for damage to structures, disruption to lifeline utilities and the confusion and distress felt by staff, good strong and clear management both before and after disaster will be the keys to your business surviving.

A number of publications have been produced specifically identifying the need and encouraging the process of business continuance planning.

For your benefit we have assembled, and on request will forward to you, a sample of the content of these publications which may assist you to clarify what stage of the disaster preparedness continuum you have reached and identify the publications that may be appropriate to assist you in the completion of the disaster recovery and business continuity planning.

The 'Blue Books' are three publications produced in the mid 1990s.

  • Book One - Hazard Assessment
  • Book Two - Planning and Preparedness
  • Book Three - Emergency Management Audit Guidelines for Businesses.

These publications contain a series of checklists, which assist in assessing the current status of your planning and identifying any gaps or areas where improvement could be made.

The Hawke's Bay District Health Board has developed a comprehensive template to help those Primary Care Providers develop their Emergency and Business Continuity Plans.

Developing your emergency and business continuity plans based on the document below will help you meet the typical requirements of funding and auditing agencies. You will, of course, need to check whether additional requirements apply in your case.

Legal requirements

In addition to the statutory responsibilities, which are included in this document, contractual obligations will dictate the level of emergency planning you must undertake.

This plan is a guide to the systems and processes that your organisation will use to prepare and respond to a situation where there is risk to business continuity. This plan is flexible in order to cater for a variety of situations and is based on know hazards and risk and available resources.

The plan contains clear guidance and useful templates which can easily be adapted for your organisation.
