Local Body triennial elections take place on the second Saturday of October every three years. The next elections are planned to be held in 2013.

You can enrol if:

  • you are 18 years or older, and
  • are a New Zealand citizen or permanent resident, and
  • have lived in New Zealand for more than one year continuously at some time in your life.

You do not need to enrol if you are already on the Electoral Roll for Parliamentary Elections. However, you will need to update your address on the roll if you have changed your address since the last elections.

To enrol, obtain an enrolment form or update details either by:

  • calling 0800 ENROL NOW (0800 36 76 56)
  • visiting any PostShop
  • visiting the elections website and enrol or update your details online. www.elections.org.nz

Select to go to the top of the page. Non-Residential Ratepayer Roll

The Ratepayer roll is a list of people who own property within a local council area but who usually live outside this. Electors who are on the Ratepayer roll are able to vote in the local council area in which they usually live (and are enrolled to vote in) and for the local council area where they are registered on the Ratepayer roll.

Eligible electors who own property in a local council area they don't usually live in, need to apply to go on the Ratepayer roll if they are interested in voting in this area.

To go on the Ratepayer roll, you need to apply to the electoral officer for the local council area in which you own property but do not usually live. The enrolment form can be located at the bottom of this page.

Napier City elections are held every three years. The electoral system used is First Past the Post (FPP). These are the positions:

  • Mayor
  • Twelve (12) Councillors for the City of Napier, elected as follows:
    • 6 at large across the whole city
    • 6 elected from 4 wards:
      • Ahuriri Ward - 1
      • Onekawa - Tamatea Ward - 1
      • Nelson Park Ward - 2
      • Taradale Ward - 2

The electoral system used for Hawke's Bay Regional Council elections is First Past the Post (FPP).

  • Three (3) members for the Napier Constituency

The electoral system used for the Hawke’s Bay District Health Board elections is the Single Transferable Vote (STV). Note: Seven (7) members are elected at large and four (4) are appointed by the Minister of Health.

  • Seven (7) members for the Hawke’s Bay District Health Board.

Special Votes are available to electors:

  • whose names do not appear on the Final Electoral Roll, but who qualify as electors, ie the elector has enrolled after the closing of the roll
  • who did not receive a voting paper previously posted to them
  • who spoil or damage a voting paper previously posted to them
  • who are on the unpublished roll

Special Votes are available from the Electoral Officer.

Special Votes can be posted directly out to electors. The completed voting paper however, must be returned to the Electoral Officer.

Special Votes require the completion of a statutory declaration. This is a legal requirement and a protection for electors against possible duplicate voting.

If an elector requests a Special Vote and is not on the Parliamentary Roll (e.g. just turned 18 years of age), the person must enrol at any Post Shop during normal business hours. Special Vote Declarations are forwarded to Registrars of Electors for verification that the elector is eligible and has enrolled as a Parliamentary elector.

NOTE: Special Votes cannot be collected by candidates or their assistants for distribution to electors.

Remuneration for members of the Napier City Council has been set in line with the determinations and remuneration structures recommended by the Remuneration Authority in the ‘Local Government Elected Members (2012/13) (Certain Local Authorities) Determination 2012’.

The remuneration rates for 2012/13 are as follows:

Committee Chairpersons $38,200  
Councillors $34,000  

All Councillors are reimbursed travelling allowances and expenses when required to use their own vehicle to travel outside Napier on official Council business and for attendance at conferences by resolution of Council and when representing Council.

Note: The Remuneration Authority is a statutory body which establishes remuneration for local government elected members.
