The Council is required to prepare a district plan under the Resource Management Act 1991 (RMA). The district plan is
the primary document managing land uses and development within the Napier City boundaries.The district plan is to assist
in promoting the sustainable management of the City's natural and physical resources.
It is an important document for every resident of Napier. It manages the environment within the City boundary
and impacts on everyday matters such as the noise levels we encounter, and the height of buildings around us.
The Proposed City of Napier District Plan was released for public submissions on 11 November 2000. The 287 submissions
received covered a wide range of issues. Hearing of submissions commenced in February 2002 and have been completed on
all topics.
